What Levies Do for Our Schools

Levies help bridge the gap between state funding and the actual cost of providing a quality education for our students.

These locally approved, renewable funds make it possible to maintain the programs, services, and opportunities that define the Kimberly School District experience - from classroom support and student activities to safety, technology, and transportation.

Simply put, levies fill the gap to ensure every Kimberly student continues to learn, grow, and succeed in a safe and supportive environment.

Supplemental Levy

What this Supplemental Levy will Fund

  • Special Services
  • Transportation
  • Technology

Why it’s Needed

  • Special Services: Idaho districts continue to face gaps between the cost of services and state/federal funding. A March legislative Office of Performance Evaluations report (and coverage since) identified an ~$82.2 million shortfall for special education and broader K-12 funding pressures; the state also ranks low in per-pupil spending compared with other states. District supplemental levies are commonly used to fill local gaps for services not fully funded by the state. (IEA)
  • Transportation: Kimberly SD enrollment has grown modestly in recent years — Idaho Report Card shows Kimberly enrollment rising from ~1,844 (2021) to about 2,152 (school year 2024–25), a sustained increase that supports the need in increased transportation, technology costs, programs, and services as student counts rise. Currently, the only reimbursable funds received are for home to school and a percentage of field trips if they can be tied to classroom education, that means that all extracurricular trips are non-reimbursable and financially comes out of the general budget.
  • Technology:  Devices purchased five years ago with pandemic funds are reaching end of usable life and no longer meet instructional/testing requirements, so replacements are necessary to maintain student access to technology.

Plant Facilities Levy

Think of a Plant Facility Levy like the maintenance plan for your home or vehicle - but for the entire school district.

Just like you change the oil in your car, fix a leaky roof, or replace worn-out appliances to keep things running safely and efficiently, the district uses Plant Facility funds to take care of its buildings, buses, and grounds.

These funds allow us to:

  • Repair or replace roofs, heating and cooling systems, and flooring
  • Maintain school safety and security systems
  • Keep buses, equipment, and grounds in good working order
  • Make necessary facility updates or improvements as buildings age

Without this levy, the cost of maintaining and repairing schools would fall on the district’s general operating budget - taking resources away from classrooms and students.

In short, the Plant Facility Levy keeps our schools safe, functional, and efficient, protecting the community’s investment in our facilities for years to come.

What it Funds

  • Ongoing maintenance
  • Payment for property purchased
  • Repair / Enhance school facilities

Why the Increase from $300K to $500K

The increase reflects the growing demands on our school infrastructure and the impact of inflation on essential goods, services, and maintenance costs. As our district continues to grow and facilities age, additional funds are needed to maintain buildings, update systems, and ensure safe, functional learning environments for students and staff.

However, it’s important to note that this increase will not raise the overall levy tax rate.
Thanks to responsible fiscal management and growth within our community’s property values, the district can request this adjustment while maintaining a stable tax rate for voters.

In short - the increase helps keep our facilities strong and responsive to student needs without increasing the tax rate you already pay.
